PSI Global Local Government Network Meeting 2015 - takes shape - update - please use Google Translate for this important PSI Local Government Network item .

" PSI Affiliates to establish their own Sector groups and as necessary develop a Sector based Steering Committee of interested Sector Affiliates, with all Affiliates able to participate; the Sector Steering Committees will be coordinated by Affiliates supported by PSI Staff Secretariat." 

Resolution 34 , below, was endorsed by Congress vote of 98% , with the largest number of Delegates speaking in-favor of a Resolution at the Congress. The opportunity to build broader global engagement under the resolution made specific reference to a Local Government Network , and was one of the key areas spoke on when, introducing the Resolution to Congress.

At the recent PSI APREC meeting , it was reported on our intention to grow the Local Government Network Globally and move to the first PSI Global Local Government Network meeting in 2015 . Since APREC , we have moved to invite PSI Affiliates Globally to join the Local Government Network to ensure its a Global Local Government Network , at all times keeping the PSI Secretariat informed . We have also been building engagement with both regional and global Local Government bodies as well as pro Public Services and Academics and Institutions like , PSIRU and APSE . As well as meeting with UK Local Government PSI affiliates and the EPSU through assistance of the ASU , to look to share resources and learn from one another, as part of the inter Union cooperation. The email list for the Monthly blog bulletin now includes all PSI Affiliates working in Local Government .

There is a strong need for as well as a high importance for PSI Local Government Affiliates to have a strong Local Government Global exchange and Sector Network of active PSI Local Government Affiliates . As the Local Government agenda, crosses the Globe, through political philosophy, citizens expectations , contracting out PPP's , the OECD agenda, APEC and much more  .There is also a strong global connection with Local Government at an employer and/or industry level as well as a social level -  which we need to be part of and to influence for Community outcomes . Along with PSI Local Government activities and the necessity to exchange information on the challenges we face, as well as linking into solid ways Local Government Unions can support the Union movement, one another in the Local Government Industry and use our PSI strength.

With this in mind, we now need to priorities the issues in our Network, our key contacts , to help develop our agenda for a meeting of PSI Local Government Network Affiliates in  2015 .

For this it would be best for Affiliates in Local Government to advise of a key contact to be part of the Network Planning Group for the first meeting in 2015 to assist in locating the best date, location and agenda issues .

To sort some of these details , an on line survey will be circulated, to all on this list and available on this blog site, in the next 5 days or so .

“  RESOLUTION No. 34  - “ Resolution PSI Sector Networks”.
NOTING THAT-
There are at this time many challenges facing public sector workers. The challenges are great and the issues often the same. The challenges in each Sector are almost identical in direction and term. Whilst there are limitations on what a Network can do they do represent an opportunity to bring Unions together, explore common issues, exchange ideas, plan some work, provide feedback, and build solidarity as well as common interests, they can also be the basis of an Organising dimension.
FURTHER NOTING THAT - The issues faced by affiliates are often the issues that unit them. We need to be able to share these challenges and outcomes.
We represent Unions and Members in the sectors (below) but we don't have an ability to share or exchange information from affiliate to affiliate, within each Sector.
 CALLS UPON –
· PSI Affiliates to establish their own Sector groups and as necessary develop a Sector based Steering Committee of interested Sector Affiliates, with all Affiliates able to participate; the Sector Steering Committees will be coordinated by Affiliates supported by PSI Staff Secretariat.
 · PSI as part of its work and planning seek to increase both the number of affiliated unions and affiliate numbers through work and activities that relate to the challenges affiliates face.
 · To assist affiliates in working together –
·  PSI will through direct consultation with Affiliates develop a Sector Work Plan and Industry approach to the Sectors of PSI including areas such as –
o    Health services, social and care services
o    Water & Electricity – Utilities
o    Local Government
o    State and Federal Government services
o    Education, arts and the media
o    (additional sectors can be added to but not subtracted from)
· The work plans will be developed through input from PSI Affiliates through electronic means, physical meetings of PSI Affiliates as necessary (and at affiliates own expense where needed).
· Work plans should cover the issues faced by Affiliates, including workplace safety, industry trends & new horizons, how affiliates can react, share knowledge and expertise, as well as a Union Organising dimension.
 · The sector work plans will be underpinned by PSI core principles of quality public services, equity, trade union rights, and the PSI ‘Program of Action’.
· Affiliates should be encouraged to use PSI work plans and activities in their own union work where it makes sense.
 * That PSI should in addition to the affiliate networks examine thoroughly which existing or future structures
are most useful for sectorial work within PSI. This should involve solid and dependable structures that would work closely with the PSI Secretariat. Informal networks are a first start but will not be enough in the longer term.

Congress resolves to endorse and support the above Action Call . “
