OECD Report points to benefits of having a Local government Authority (community or regional) provide water services as well as other services.

This OECD report covers range of delivery programs, the report would be of interest to Unions in most developing countries as well as developed (OECD) countries…. The report covers range of models including public sector, national and municipal models … with back up technical advice provided by the public sector as examples

One interest and positive point for public sector ownership at the local government level is the local community benefits as well and commercial benefits to having a local government authority (community or regional) provide water services as well as other services and this provide a substantial and or shared cost savings in management, administrative and related overarching costs – something often forgotten and relative to most if not all PSI affiliates..

The report is well worth reading and some good quotes on the need for local / community ownership and operation..
