Prof. Jomo Kwame Sundaram from Malaysia had lectured on TPP for members of the Japanese national parliament, on the 31st May, inside the Parliamentarians' building. He has held such positions as the Assistant Secretary General for Economic Development in the United Nations’ Department of Economic and Social Affairs (DESA) and a member of the Commission of Experts of the President of the United Nations General Assembly on Reforms of the International Monetary and Financial System.
He is also the co-author of "Trade Down: Unemployment, In equality and Other Risks of the Trans-Pacific Partnership Agreement," which is the report from the Global Development and Environment Institute of Tufts University.
According to the report: TPP would lead to employment losses in all countries, with a total of 771,000 lost jobs. The United States would lose 448,000 jobs, while Japan would lose 74,000 jobs. Developing economies participating in the agreement would also suffer employment losses, as higher competitive pressures force them to curtail labor incomes and increase production for export.
In addition, the report said that: TPP would lead to higher inequality, as measured by changes in the labor share of national income. The authors foresee competitive pressures on labor income combining with employment losses to push labor shares lower, redistributing income from labor to capital in all countries.
ジョン・K・スンダラム氏を招いての勉強会が本日午後、多くの国会議員が参加する中、衆議院議員会館において開催されました。スンダラム氏は国連経済社会局経済開発部事務局次長などを歴任し、TPP協定に関しては、米国にで44万人、日本で7.4万人雇用減という試算を出したタフツ大学グローバル開発・環境研究所(GDAE)の報告書作成に共同執筆者として関わった方です。
各国政府・研究機関が出す試算の誤りを経済学・統計学の視点から厳しく指摘するとともに、参加国が公共の利益に反する場合でもTPP協定の条項に従くことが義務付けられ、労働を害し、格差を悪化させる危険性について、訴えておられました。
