ISL is one of the initiatives of innovative financing mechanisms to create funds for global action on climate change, poverty, plague, etc. It was first proposed by the then French President Jacques Chirac at the World Economic Forum in January 2005. ISL was inspired by the proposal of a currency transaction tax (Tobin tax) by Prof. James Tobin in 1972 and was proposed in the context of discussions about innovative financing mechanisms which started at the UN International Conference on Financing for Development in 2002.
