The European Federation of Public Service Unions ( EPSU) , PSI and several NGOs have written to Andris Piebalgs (EU Commissioner for Development) to express concern
about the future of EU support for non-profit partnership projects in
the water sector in Africa, Caribbean and Pacific (ACP) countries.
There are indications that the development aid funding that was made
available for public-public partnerships a few years ago, the so-called
EU Water Facility, may be phased out, despite the success of the
projects supported so far. The letter calls upon Piebalgs to extend and up-scale such support in the next round of ACP-EU development aid funding.EPSU has always promoted public-public partnerships as a means of cooperation between water operators based on not-for-profit principles and solidarity. These partnerships are an answer to the many failures of public-private partnerships, that often were no more than a privatization scheme in disguise through which multinational corporations tried to open “new markets”. Research by PSIRU has shown the benefits of Public-public cooperation.
