Assessing the Real Cost of Disasters
The Need for Better Evidence
This report provides an overview of countries' efforts to improve the quality and quantity of information on the costs of disasters.

" This publication by the OECD , provides a range of advice, tools and instances on how to measure the real costs of natural disasters and many examples from various countries in how their tracking of disasters, damages to public services such as electricity, water and local government infrastructure , private infrastructure, farms , factories etc can be or are being measured. 

The report points out two specific areas of importance to gather data the first is damage to critical infrastructure and the second is the indirect and business  interruption losses (p24).

The report highlights the needs between - 
' collection of data - costs of disasters - risk management - costs of preparedness and preventative measures to lessen the affects of the disasters - restoration of services . 

To me this an important and timely reminder of the link between Governments taking stronger role in acting to take appropriate precautionary measures and be able to restore services post disasters . 

This provides a clear link, between necessary labour force numbers , well trained and skilled plus immediate access . We know that this is managed better by the public sector, including being under public sector reporting and governance.  

Leaving the issues of post disaster recovery to the for profit private sector, hoping they have the numbers and equipment could be just too big a risk. "
